The Digital Education Action Plan, published by the European Commission on 17 January 2018, outlines how the EU can help people, educational institutions and education systems better adapt to life and work in an age of rapid digital change by:

  1. Making better use of digital technology for teaching and learning;
  2. Developing the digital competences and skills needed for living and working in an age of digital transformation; and
  3. Improving education through better data analysis and foresight.


Major initiatives within the plan include:

  • Scaling up the new SELFIE self-assessment tool for schools on the use of technology for teaching and learning.
  • Provide a framework for digitally-certified qualifications that is fully aligned with the European Qualifications Framework.
  • Develop a pilot project dedicated to training on open science and citizen science. 
  • Increase the number of schools taking part in EU Code Week.
  • Promote digital and entrepreneurial competences of women and girls.
  • A public awareness campaign on online safety, media literacy and cyber hygiene.
  • Publish a reference study assessing progress made in mainstreaming ICT use in education. 
  • Launch artificial intelligence and learning analytics pilots in education to make better use of the huge amount of data which is already available.
